Every release is a dated folder with a manifest. The site is built from these files and nothing else, so what you download is what you see. Derived data is CC BY 4.0; the government records are public domain.

Conventions
| Money | Integer cents, sign as printed. Summary period amounts are negative for spending in the Senate report; detail rows are positive. |
| IDs | Deterministic, from document, page and row ordinal. Permanent URLs; renumbered IDs ship with a redirect map. |
| Provenance | Every row: page_index, page_label, bbox (Senate) or csv_row (House). |
| Names | Uppercase, trimmed, as printed. Vendor merges are in vendor_alias; staff names are not in any published file. |
